Brief description
Adam Osmayev is commander of the Dzhokhar Dudayev International Peacekeeping Battalion.
Background
In the early- to mid-2000s, he lived in Moscow but periodically returned to Chechnya, where he had been born. He does not appear to have been involved in the insurgency there (Caucasian Knot, 2017).
Osmayev has been fighting in Ukraine and assumed leadership of the group following the death of its original commander, Isa Munayev, in 2015 (Espreso, 2015).
Alleged assassination attempt against Ramzan Kadyrov (2007)
In May 2007, Russia’s Federal Security Service (FSB) reported that a car packed with explosives had been found in Moscow. It was speculated that the vehicle was going to be used in an attack on Chechen Head Ramzan Kadyrov. Four Chechens were arrested: Osmayev, Lors Khamiyev, Ruslan Musayev, and Umar Batukayev. Osmayev was formally registered as a witness and released under a formal pledge not to leave the country; nevertheless, he fled Russia and was placed on the international wanted list (Caucasian Knot, 2017).
Alleged assassination attempt against Vladimir Putin (2012)
Russia accused Osmayev of organising an assassination attempt against Russian President Vladimir Putin in the run-up to the country’s presidential election in 2012 (Channel One, 2012).
Osmayev was detained in Odesa in February 2012 and Russia demanded his extradition. The Ukrainian authorities agreed and, in August 2012, the Odessa Oblast Appeals Court rejected Osmayev’s final domestic appeal against the extradition. However, Osmayev appealed to the European Court of Human Rights, which halted the extradition (Kommersant, 2012). In November 2014, an Odessa district court found him guilty of illegal possession of explosives, careless destruction of property, and illegally crossing the border, but charges of creating a terrorist organisation and preparing the assassination of a state representative were dropped by prosecutors. The court nevertheless released him on the basis of the two years nine months served (Interfax, 2014).
