Brief description
Ruslan Kutayev is a Chechen activist who was arrested, tortured, and convicted by the Chechen regime in 2014. In 2023, the European Court of Human Rights ruled that Kutaev’s prosecution had violated his rights.
Kutayev is currently head of the Assembly of the Peoples of the Caucasus and has lived outside Russia since his release from jail in December 2017. He was designated as a foreign agent in June 2025, with Russia accusing him of spreading disinformation about Russian activities in Ukraine and receiving foreign funding (OC Media, 2025).
