The National Defence Control Centre is a Ministry of Defence agency that was established in 2014 with the goal of creating a ‘whole-of-government’ approach to security challenges.
Monaghan (2017:66-67): National Defence Management Centre. Based in Moscow. Created 2014. Upgrades Central Command of the General Staff, attempting to unify command and monitoring systems across the country. Monitors and coordinates major exercises, arms procurement, communications. Would assume control of Russia in wartime. A supreme command centre handles strategic nuclear capabilities; a combat command centre monitors the global political and military situation and provides analysis and forecasting; an everyday centre coordinates security ministries and departments. Its remit is far more extensive than the Defence Ministry. it has a supercomputer that facilitates strategic analysis and forecasting and identifies cyber threats.
