Monaghan (2017:25-26): In 2006, the Security Council established an interagency commission devoted to strategic planning. Since then, and even more since Patrushev’s appointment as secretary in 2008, it has played a key role in strategic planning. Legislation and presidential decrees have strengthened its roles in this area. The Security Council has a broad mandate, reflecting the state’s broad definition of security.
