The Department of Military Counterintelligence is a branch of the Federal Security Service. It is responsible for supervising the Russian Armed Forces, exercising political control over the military leadership, and preventing the military from becoming a political force in its own right (Economist, 2025).
Andrey Soldatov argued in April 2025 that the Fifth Service is the largest and fastest-growing part of the FSB (Economist, 2025).
